Stacey Cue
Stacey Cue has more than 25 years of experience in labor relations, collective bargaining, and human resources. Since joining IEDA in 2013, she has represented public agencies, special districts, housing authorities, and private sector employers throughout California. Drawing on experience from both the employer and union sides of labor relations, Stacey provides strategic guidance in negotiations, contract administration, and workforce relations, helping clients achieve practical and sustainable outcomes.
Austris Rungis
Austris Rungis brings extensive experience in labor relations, collective bargaining, and employer advocacy. Since joining IEDA in 1974, he has represented public and private sector employers throughout California, providing strategic guidance in negotiations, contract administration, grievance resolution, and labor-management relations. Austris is known for his practical approach, strong analytical skills, and ability to help clients navigate complex workplace issues while maintaining productive labor relationships.
Gregory Ramirez
Gregory Ramirez joined IEDA in 2017 and has extensive experience representing employers in labor relations and collective bargaining. His background includes leadership roles with labor organizations and workforce advocacy groups, providing him with a unique perspective on negotiations and labor-management relations. Gregory's experience spans negotiations with a broad range of employee organizations in both the public and private sector. Gregory is known for his collaborative approach and commitment to achieving practical solutions for clients.
Jeff Bailey
Jeff Bailey joined IEDA in 2020 bringing more than 20 years of experience in labor relations, employment law, and human resources leadership across public and private sector organizations. Prior to IEDA, he served as Labor Relations manager for Contra Costa County, leading negotiations and advising management on labor relations matters, and previously held leadership roles including Director of Human Resources, General Counsel, and Director of Employee & Labor Relations. Jeff has extensive experience representing employers across diverse industries and bargaining units. Jeff provides strategic support in helping employers achieve effective and sustainable labor agreements.
Desiree Moseley
Desiree Moseley joined IEDA in 2025, bringing more than 20 years of leadership experience in labor relations and human resources. A U.S. Navy veteran who served during Desert Storm, Desiree has held labor and HR leadership roles in telecommunications and healthcare, including nine years as Labor Manager for Alameda Health System. Her diverse background allows her to provide clients with practical, strategic guidance in negotiations, employee relations, and workforce management.
